We welcome the Government’s 2025 Spending Review and recognise the challenge of balancing tight budgets with growing community needs. While there are promising investments in health, housing and security, the review raises concerns about a shift towards a more reactive resilience posture in the UK - one that prioritises military defence and infrastructure adaptation over prevention, cohesion, or community empowerment. This leaves a noticeable gap in whole society resilience, the integrated systems and community capacities that underpin national stability.
