We support our network of over 300 partners across England to connect, coordinate, learn and strengthen relationships before, during and after emergencies. 

These voluntary, community and public sector organisations come together to form a partnership of representatives that better understand the needs of our diverse communities and the risks they face. 

Together we build a clearer understanding of how resilient people are and what help they may need, so we can prioritise and personalise support, and make sure rights are respected. By putting people at the heart of emergency planning and response, from the start, we can enable greater resilience and ensure a better experience for those impacted by emergencies.

 

We achieve our mission in three main ways:

 
 

SHARING LEARNING AND INSIGHT

We are a hub for well-curated knowledge, insight and learning. We provide information on existing and future threats, people’s changing needs, voluntary sector capability and what’s been learned from past emergencies that can inform the emergency planning, preparedness and response work of sector and statutory partners.

BUILDING TRUSTED CONNECTIONS

We are a diverse and inclusive network. We connect small, medium and larger voluntary and community sector organisations with each other and partners outside the sector. We amplify underrepresented voices to have courageous and reflective conversations. By building trusted relationships before an emergency, people can connect and coordinate better when one happens. 

ENHANCING SKILLS AND CAPABILITY

We provide a learning space for training and exercising that builds capability and supports partners to share successes and lessons they’ve learned from experience. We showcase best practice, rooted in a human rights-based approach, which puts people and communities at the heart of our work. 

Human rights in emergencies 

Human rights are based on our shared humanity, meaning everyone is born with equal dignity and rights to the things they need to thrive, not just survive. The Emergencies Partnership aims to support partners to know and respect these rights during crises. 

The Emergencies Partnership advocates for a “risk and rights-based" approach to emergency planning, response and recovery, which considers both the risks we all face, like flooding, alongside how those risks impact the rights of individuals very differently. 

In practical terms, a risk and rights-based approach helps us encourage wider participation in planning by engaging diverse populations and empowering them to have not just a seat at the table, but a clear purpose for being there.
