Head Of Partnership Insight
Jon leads on how our engagement and insight work with partners adds value and improves systems.
He works with partners who run networks, and those who offer specialist capabilities, to build and strengthen relationships and enhance community preparedness and responsiveness to emergencies.
BECKY MAYNARD
Partnership Lead
Becky is the key contact for Local Resilience Forums, including LRF secretariats, constituent Category 1 and 2 partners and any associated central government representatives. Talk to her about multi-agency activity in relation to improving connections with LRFs.
ABUBAKER ADAM
Partnership Lead
Abubaker is the key contact for VCS partners dedicated to working with and for communities of identity, characteristic, faith or belief. Talk to him about multi-agency activity in relation to diversity of voice and community.
TOM WATKINS
Policy and Insight Lead
Tom takes the lead on analysing what the team and the partnership knows about resilience issues and uses those insights to shape our influencing work, improving policies and the way the system works. He is our key contact for academic and research partners.

Marcus is responsible for the development and delivery of our capability offer, designed to create spaces for sharing best practice, to learn from previous emergencies and build new skills across the Partnership.

Emily is your key contact for the London Communities Emergencies Partnership (LCEP). Talk to her about multi-agency activity and connections across London, particularly in relation to charities and community groups and their role in resilience and response to emergencies.

Eli focuses on how LCEP can structure their programme to work productively in London’s resilience space with a wide range of resilience partners and stakeholders. Talk to her about how LCEP can be more effective.
Governance
The Emergencies Partnership is co-chaired by the British Red Cross and the National Association for Voluntary and Community Action (NAVCA). Our performance and strategic direction is overseen by a programme board of our two co-chairs and a small team of resilience and voluntary sector advisors.

Executive director of UK operations - British Red Cross
Lisa has been co-chair of the Partnership officially since October 2024, and acting co-chair since October 2023. Having spent 30 years working with the NHS in various emergency-focussed roles, she joined the British Red Cross in 2022, leading services that responded to more than a thousand individual emergencies in the UK in 2023.
MADDY DESFORGES OBE CEO - NAVCA
Maddy has been co-chair of the EP since March 2021 when she joined NAVCA as their CEO. Prior to this, she was CEO of local infrastructure organisation (LIO), Voluntary Action Sheffield. NAVCA is the national membership body for LIOs, supporting the voluntary and community sector in England and amplifying their voice on a national level.
